While as a member of Kimley-Horn, I worked to support the ground transportation team at the San Diego International Airport (SAN), as well as the San Diego County Regional Airport Authority (SDCRAA), as they planned for the impacts of the new Terminal 1 development and reimagining of ground transportation at the airport. During this time, I conducted analyses and technical studies, and helped to develop new programs and policies, in an effort to better understand landside transportation movement at the airport and to make landside transportation better and more efficient in the years to come.
Landside Transportation Specialist:
Worked directly with the Ground Transportation team at SAN as an on-call transportation specialist. Assisted in planning for and working through the many challenges related to ground transportation during the construction of the new Terminal 1.
Tasks included the development of new roadway and curbside management concepts, parking facility sizing and traffic analyses, analysis of ground transportation mode data, trend analysis, financial forecasting, spatial planning, stakeholder engagement, meeting preparation, and report development.
Projects and analyses included siting studies for taxi and TNC operations, sizing analyses for new parking facilities and parking technology, traffic modeling and placement studies for ground transportation systems in the new Terminal 1. Data was analyzed to understand weekly, monthly, and annual trends to get a better understanding of how different modes used the airport roadways. Future scenarios were developed in collaboration with SAN staff in an attempt to better plan for and adopt new practices to make landside/ground transportation at SAN more efficient and safer for all users.
As much of this work was conducted during the most intense and uncertain months of the COVID-19 pandemic, a crucial element of this work was in understanding trends and outlooks to ensure stability and overall impacts during this time. I developed economic models and revenue forecasts for various elements of the transportation system to enable airport staff to be able to make crucial decisions to remain solvent during the uncertainty of the pandemic.
Transportation Policy Advisor:
Worked directly with the Ground Transportation team on a daily basis on a multitude of ongoing projects and studies. These included a reform of the taxi permitting system, revision and updating of airport policies, as well as working to solicit new operations contracts and procure new vehicles on behalf of the airport.
Much of this work also included in-depth stakeholder engagement. I conducted interviews with existing ground transportation operators, as well as engagement efforts with members of the public and surrounding communities. I worked directly with the Airport Traffic Officers (ATOs) to understand existing operations and how, through precise tracking of vehicles and various traffic infractions, our team could help to make the policies and roadways work more efficiently and safer for those accessing the airport terminals.
