


From Fall 2024 through Spring 2026, Resilient Future Consulting served as a sub-consultant to MC Mobility Consultants and the Port of Klaipėda Authority to support the Port’s participation in the first call of the Pathways2Resilience (P2R) program. Led by Climate KIC, Europe’s leading climate innovation agency and community, P2R supports the EU Mission on Adaptation to Climate Change by helping selected regions and communities develop practical climate resilience pathways, action plans, and investment plans over an 18-month support period.
The Port of Klaipėda and its regional partners were selected among the first forty regions in Europe to participate in P2R. Resilient Future Consulting helped craft a strong, engaging proposal that supported the consortium’s selection and secured a total project budget of €210,000 for implementation under the P2R framework.
Critical Importance for Klaipėda and the Greater Baltic Region
The Port of Klaipėda is Lithuania’s only seaport and a northernmost ice-free deep-water harbour on the eastern Baltic, operating year-round and functioning as a large-scale, multimodal gateway for national and regional supply chains.It is a diversified port with major container and ro-ro activity, and has been described as a crucial link connecting Lithuania with other Baltic and North Sea countries.
This role is not only economic, it is also strategic. Lithuania sits on NATO and the EU’s eastern flank, where resilient, reliable transport infrastructure is a core component of deterrence and defense readiness. Lithuania’s Ministry of National Defense has explicitly framed “military mobility” and infrastructure strengthening on the eastern flank as a national priority. In parallel, NATO logistics and Reception/ Staging / Onward Movement activities have actively involved the Port of Klaipėda, underscoring that ports and freight corridors are part of the region’s dual-use backbone.
In that context, this project, part of the first cohort of P2R regions in Europe, was transformational for the Port and surrounding region because it placed climate adaptation on the same strategic footing as long-range development and critical infrastructure investment.
Critical Nature of RFC Support
P2R is designed to move beyond a static “risk report” and instead create a practical pathway toward resilience, grounded in real governance, real stakeholders, and real investment planning. For Klaipėda, that meant building a structured resilience process that could translate climate pressures into decisions: how to protect operations, prioritize infrastructure upgrades, and sequence investments over time in a way that matches port realities and regional interdependencies.
Resilient Future Consulting supported the team in shaping an adaptation approach that links climate hazards and operational risks to a realistic portfolio of actions and financing pathways, so the Port can sustain safe, seamless, full-capacity operations as climate risks grow, while continuing to serve as a critical economic gateway and a key component of the region’s dual-use infrastructure network.
RFC Roles
As part of the project team, Resilient Future Consulting supported the effort in the following roles:
- Climate Resilience and Adaptation Expert: Advised on climate risk framing and adaptation pathways for a critical infrastructure operator, ensuring the work translated climate hazards into operational and investment implications aligned with port realities and timelines.
- Critical Infrastructure and Financing Expert: Supported the investment and financing logic behind proposed actions, helping shape a realistic pipeline of measures that can be prioritized, funded, and delivered over time, consistent with P2R expectations for actionability and investment planning.
- Stakeholder Engagement Lead: Helped design and drive engagement with port and regional stakeholders, aligning priorities across public, private, and civic actors to build shared ownership of the resilience agenda.
